SIPITANG 24 Jan. - Amerika Syarikat (AS) dan Eropah kini mencontohi Malaysia dalam menghadapi kegawatan ekonomi dengan tidak lagi mengamalkan sistem pasaran bebas.
Menteri Perdagangan Dalam Negeri dan Hal Ehwal Pengguna, Datuk Shahrir Samad berkata, mereka terpaksa berbuat demikian bagi menyelamatkan ekonomi masing-masing selain meringankan beban rakyat.
"Sebelum ini AS dan Eropah marah dan tidak setuju dengan cara kita, mereka kata kerajaan tidak boleh campur tangan dalam hal ekonomi dan perlu amalkan pasaran bebas.
"Tidak cukup dengan itu, Dana Kewangan Antarabangsa (IMF) turut mengutuk tindakan kita, sekarang mereka akui langkah kita dan ikut apa yang kerajaan telah lakukan," katanya. – Utusan Malaysia.

Majlis Ekonomi bantu negara hadapi krisis
PENUBUHAN Majlis Ekonomi yang diumumkan kelmarin menunjukkan perhatian serius yang diberikan oleh kerajaan terhadap ketidaktentuan ekonomi dunia yang kini di tahap membimbangkan.
Kenaikan harga makanan dan bahan api dunia telah menyaksikan peningkatan kos sara hidup dan juga pengendalian perniagaan. Dan, keadaan boleh menjadi sukar pada masa depan memerlukan langkah segera diambil untuk menangani sebarang kemungkinan yang bakal datang.
Dengan mengambil alih peranan Jawatankuasa Kabinet membendung Inflasi dan Majlis Membanteras Inflasi Negara, kerajaan memperlihatkan kesiapsiagaannya untuk menghadapi krisis yang ada.
Institut Penyelidikan Ekonomi Malaysia (MIER) yang dilihat konservatif dalam pendiriannya, telah mengunjurkan per- tumbuhan ekonomi yang rendah pada separuh kedua pada tahun ini dan menyemak semula kadar berkenaan bagi tahun 2008 kepada 4.6 peratus daripada 5.4 peratus sebelumnya.
Biarpun keadaan yang dialami masih tidak terlalu membimbangkan kalau mengikut ukuran Bank Negara Malaysia yang meletakkan kadar pertumbuhan pada kadar yang lebih tinggi tetapi sewajarnya 'nasi tidak boleh ditunggu menjadi bubur'.
Hakikat amat jelas apabila Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi sendiri menyatakan kemungkinan bahawa hasrat Malaysia untuk menjadi negara maju 2020 boleh terjejas.
Sesungguhnya, satu kerugian besar sekiranya wawasan yang dirintis selama ini gagal untuk dicapai hanya kerana kelemahan sendiri untuk menghadapi masalah ekonomi yang semakin mencabar.
Sehubungan itu, Majlis Ekonomi dilihat sebagai usaha paling penting bagi kerajaan memastikan ekonomi negara sentiasa berdaya tahan dalam menghadapi kejutan dari dalam dan juga luar.
Di sebalik keadaan politik semasa yang tidak stabil, negara masih bertuah kerana dasar ekonominya masih baik, rizab dan tabungannya kukuh mampu sedikit sebanyak menampan kesan buruk yang ada. Dan, keadaan itu tidak boleh dibiarkan menjadi lebih buruk.
Penyertaan wakil sektor swasta dalam majlis yang dianggotai 40 anggota selain wakil kerajaan, akan membolehkan keputusan yang mampu mengekang ekonomi negara terjejas dapat dibuat dan kepentingan orang ramai terutamanya golongan miskin dipertahan.
Contohnya, pada masa ini, kita telah menyaksikan harga bahan binaan melambung tinggi sehingga menjejaskan sektor pembinaan dan sekiranya tidak ditangani mampu menjejaskan perkembangan negara. Malah, bukanlah mustahil sumbangan sektor berkenaan kepada pertumbuhan ekonomi juga akan terjejas.
Tidak dinafikan mungkin ada pihak yang merasakan penubuhan majlis ini dilakukan agak lambat tetapi tidak dinafikan kerajaan mungkin mempunyai alasan tersendiri untuk berbuat demikian.
Namun begitu, lewat sedikit pun tidak mengapa kerana apa yang penting kita mempunyai satu mekanisme yang mantap dan berdaya maju untuk membantu negara menghadapi kemelut yang disebabkan oleh faktor luaran.
Berikutan dengan pengumuman itu, sudah sewajarnya majlis itu menyegerakan kewujudan struktur dan juga modus operandinya supaya mampu bergerak dan bertindak dengan segera terhadap peranan-peranan yang diamanah kepada mereka.
Melalui komitmen kuat wakil-wakil yang terlibat dalam Majlis Ekonomi dan juga sokongan rakyat, negara akan mampu untuk mengatasi satu lagi krisis ekonomi dalam keadaan yang lebih baik berbanding sebelumnya.

The NEAC was established on 7 January 1998 as a consultative body to deal with the immediate issues to tackle the Asian Financial Crisis in 1997. It has been instrumental in turning the economy around through pre-emptive strategies to counter the adverse impact.
The NEAC Council comprises the Prime Ministers, Deputy Prime Minister, Chief Ministers, Cabinet Ministers, Chief Secretary and representatives from the corporate sector and associations. Council Meetings are held once every few months. As such, in order to facilitate decision-making process, the Council had established NEAC Exco comprising members from ISIS, EPU and others.
Both, the Council and Exco are chaired by the Prime Minister, with the Deputy Prime Minister as the Deputy Chair.
The NEAC, as an organization under the Prime Minister’s department, comprises three separate units, namely, NEAC Secretariat, the Communications Team and the Special Consultative Team on Globalization. The tasks performed by the three units have been instrumental in providing major strategies including;
The establishment of Danaharta on 20 June 1998 as an asst management company to remove NPLs from the banking system, manage, finance, dispose of liabilities and finally maximize the recovery value of the acquired assets.
Launching of National Economics Recovery Plan (NERP) on 23 July 1998. The NERP presents six strategic areas for action to address the 1997/1998 Asian Financial Crisis and its pervasive negative effects on the Malaysian economy brought about by the ringgit depreciation and the collapse of the stock market.
Pre-emptive measures and stimulus packages to counter the impact of the global economic slowdown. Following economic assessments in early January 2001, as well as post September 11, NEAC proposed stimulus packages which included a RM4.3 billion fiscal package, with wide distribution of rural/small projects especially among Bumiputera Class F contractors, special emplacement and training programme for unemployed graduates and Funds for retraining retrenched workers.

Does Mumbai need a new zoo?

First it was Mumbai becoming Shanghai. Now, State officials are thinking of a new zoo in the city on the lines of the San Diego Zoo in the US. So maybe next year you can go on a night safari. Or if you love the company of birds, you can get married in the bird park, which will be made on the lines of the Jurong Bird Park in Singapore. The prospect does sound appealing, doesn't it? However, the city's environmentalists and animal rights activists certainly do not share the sentiment.
One school of thought holds a view that there should not be a zoo in the city. Daryl D'Monte, an environmentalist, says, " I really wonder if a zoo can survive in the atrocious conditions prevalent in Mumbai. It is so congested and polluted." His view is supported by Nilesh Bhanage, secretary and founder of PAWS (Progressive Animal Welfare Society). "Mumbai, or for that matter Maharashtra, does not require any zoos. The zoos that exist are not maintained as per the standards set by the government."
If the Central Zoo Authority gives the go-ahead to the new one, then PAWS plans on having a mass campaign, together with animal welfare organisations. Anuradha Sawhney from PETA (People for Ethical Treatment of Animals) says, " Why take an animal out of its natural habitat so that the people can see a caricature of it? What is shown in a zoo is not what actually happens in the wild."
If existing zoos cannot be done away with, these activists believe they can be maintained in a better fashion. Anuradha elaborates: "The size of the enclosures needs to be improved. The animals should be fed on time, especially nocturnal animals. Visitors should be strictly prohibited from teasing and harassing the animals."
Daryl, on the other hand, suggests utilising the money to maintain the Sanjay Gandhi National Park: " It is high time we realise the importance of the Natural Park we have. We should spread awareness among the people."
However, there is another school of thought that supports the idea of a second zoo albeit with some piece of advice. Dr Goldin Quadros, education officer, WWF (World Wildllife Fund) in Maharastra says that the earlier zoo at Byculla should be maintained as a botanical garden that can give way to a new modernized zoo.
JC Daniel, secretary of BHNS says, "Animals existing at Byculla could be shifted to the new zoo. The area allotted for the new zoo is spacious and can prove to be good for the animals."
They also pointed out that the government has allotted a good amount of money for the project, but it should be used in a more professional manner. The consultants and the care-takers should be well-trained so that the new venture does not end up in a flop show.
The two schools of thought may be saying different things, but their central idea is the proper care and protection of the animals. Therefore the onus lies on the government to take this into consideration, no matter how modern their plans may be.
